Since somewhere round 1975 the percentage of people incarcerated in the US has risen nearly 5 fold... now 1 in every 100 Americans are in prison... and over 3x that many are in probation, in jail or prison, or on parole... should I be concerned?

It kinda is like a percent.. it's a per 100,000.

looks like from 1975 till today it's gone from about 0.2% to 1.0%

yeah. i was just thinking it looks like population has shot up much more then incarceration rate.. maybe not
